The intent of the Whistle Alert Program is to provide a means to diffuse an immediate threat or a crime in progress, not to eliminate the crime.  Public Safety does not encourage anyone other that trained Law Enforcement Officers to use physical means to subdue a criminal offender; the whistle provides a positive, non-confrontational alternative.
