“The public’s perception of foreign policy waxes and wanes over time,” said Jordan Ragusa, political science professor at the College of Charleston.

There is such a thing as a foreign policy election, Ragusa said. “Foreign policy was the key issue in 2004,” Ragusa said. “I don’t know of George Bush wins re-election if not for 9/11.”
