Position DescriptionUnder the direction of the superintendent, oversees the Willamalane Recreation Services Division, complex special projects and initiatives as assigned; serves on superintendent’s Management Team, manages four operating departments, and administrative support staff.  Performs other job-related duties as required.

An employee in this classification is responsible for assisting the Superintendent in providing executive leadership for the organization; managing the overall operations of the district’s Recreation Division, provides leadership and direction for complex projects requiring coordination between departments and/or other agencies, and develops, implements, and evaluates district policies and procedures and recommends additions and changes to Superintendent and/or Board of Directors. Work is performed under the general direction of the Superintendent. Supervision is provided to recreation managers, program managers, supervisors of the departments within the Recreation Services Division and designated staff who are assigned to work on special projects and initiatives.

Examples of Essential Duties:  (Illustrative only. Any single position of a class will not necessarily involve all of the duties listed, and many positions will involve duties that are not listed.)

  • Oversees and provides high-level support for four departments including:  Aquatics, Event & Program Operations, Recreation Programs, and Early Childhood and Youth Programs.
  • Responsible for achieving annual division revenue goal of approximately $3.4 MM through appropriate fees, rentals, partnerships, sales, grants, alternative fundraising and concessions.  Please note that this amount represents a 21.2% decrease based on revenue impacts caused by COVID-19.
  • Oversees total annual division budget of approximately $7.5 MM.
  •  Manages total division staff of 115.51 (FTE) and five direct reports.
  • Manages subordinate employees, including evaluating performance, training, taking necessary disciplinary action, making hiring and termination decisions and ensuring diversity, equity and inclusion principles are applied to supervision.
  • Establishes and analyzes overall priorities, goals, and objectives for the Recreation Services Division; works with managers, program managers and supervisors to establish goals and objectives and set direction for each of their departments in the areas of budget, program development, staffing, diversity, equity and inclusion principles, and facility management.
  • Leads communications and marketing for the park district, including communications and marketing strategy development and implementation, community engagement, public information and public relations, news media relations, brand, reputation, and crisis management.
  • Ensures compliance and effectiveness of district’s cost recovery policies and procedures.
  • Provides leadership, administrative and technical assistance to problem-solve with staff on challenges and/or situations as necessary.
  • Accountable for the development and management of the annual budget for the Recreation Services Division including but not limited to: reviewing, analyzing, and monitoring expenditures and revenues to remain within established budgetary constraints; presenting the Recreation Services Division budget to the Budget Committee; and ensuring that District policies and procedures are followed.
  • Develops and implements marketing and promotional plans and/or strategies that will maximize participation in district recreation programs and facilities and where appropriate, create a sustainable revenue stream for such programs and facilities.  Conducts market research and measures effectiveness of outbound and inbound district marketing.  Recommends necessary changes to marketing and communication strategies and works closely with the Community Engagement Department.
  • Actively pursue partnerships with other recreational program providers, community groups, and schools to ensure that a wide-range of cost effective and efficient recreation program offerings are available to district patrons. Participates and/or works with regional and state organizations to promote and coordinate recreational/educational programs and services.
  • Actively work with the Diversity, Equity and Inclusion Supervisor and Human Resources to actively promote and integrate diversity, equity and inclusion principles the RSD work environment as well as customer service and RSD patron and community activities.
  • Leads efforts to establish, implement, and evaluate district goals and strategic tasks as they relate to district operating principles as approved by the Board of Directors. 
  • Participates as part of the district’s Management Team to establish the overall mission and direction of the district. Assists with developing and complying with district policies and procedures. Maintains good communication links and teamwork across district division and department lines and activities.
  • Responsible for managing and directing special projects and initiatives, enhance service delivery and customer service, expand facilities and/or capacity, and/or require a substantial investment of time or resources.
  • Represents the district in a variety of settings and serves on task forces, committees, and other groups as needed; conducts a variety of research and special studies/projects.
  • Works directly with the division directors on labor-management issues and negotiations. 
  • Performs additional job-related duties as required.

Desirable Qualifications:

  • Knowledge:  Thorough knowledge of the methods, practices, trends, and programs involved in developing, implementing, and evaluating recreational/educational activities; recreational and educational resources; principles of labor management, supervision, marketing and communications and personnel practices. Considerable knowledge of budgeting, fiscal management and information technology.
  • Abilities:  Communicate effectively both verbally and in writing; use a networked computer system for budget management, word processing, spreadsheet preparation, e-mail communication, and internet access; plan, organize, and direct the work of others to accomplish overall goals and objectives; formulate goals, objectives, and programs to address the recreational/educational needs of the community; work successfully with other recreational programs, community groups, and regional and state organizations; problem-solve effectively; evaluate program services and make necessary adjustments.
  • Physical Demands of Position:  While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility including the ability to move materials weighing up to 30-60 pounds on a regular basis such as boxes/bags of activity materials, snack foods, etc.  Manual dexterity and coordination are required over 50% of the work period while working in this position.   • Experience and Training:  Four-year college degree required, master’s degree preferred in recreation, communications, hospitality, public administration, or a related field, and five years of management/administrative experience; professional certification in Parks and Recreation.
